curiousity! bakit marami pa ring runaway?

Ohayou gozaimasu minna san,i made this email because i want to ask you some questions if you dont mind.I'm just wondering why there's still a lot of Filipina runaway in gifu ken particularly at minokamo,kani,tajimi and kakamigahara? Why? is that because Gifu Ken is a province and almost not considered by the immigration? Is that true that Yakuza or Japanese mafia's has a more stronger power than the Japan government particularly the immigration? Because i have some japanese friends saying that there's a yakuza group protecting the runaway filipinas in Gifu ken,that's why they will not caught by the immigration and has a freewill to work in omise around the area... 1 more question if you dont mind, what if a japanese citizen or a japanese man is living with a runaway filipina and they even a had a child and they're living together and i've heard that a japanese guy is protecting the girl and the child over the immigration officer's. What will gonna happen to a japanese citizen and also what will happen to a runaway filipina and her child? I'm hoping for your response to this matter, because i was so curious about this matter. yoroshiku onegaishimasu!
