Ang lumalalang krimen sa bansa

SA simula pa lamang, sa pagpasok ng taong kasalukuyan, ang bansa ay di na halos hiniwalayan ng sunod-sunod na problema. Bago ito, sa pagtatapos ng nakaraang taon,nasaksihan ng marami ang unti-unting pagsisiwalat sa maraming pang-aabuso at pangungurakot sa kapangyarihan na ginawa ni dating Pangulong Joseph Estrada (at mga kasamahan nito), hanggang sa humantong ang lahat sa impeachment trial sa Senado. Sinundan ito ng mga protesta, laban at kampi kay Erap, na nagwakas noong Enero 20 nang si Pangulong GMA ay maluklok sa kapangyarihan at palitan ang nakaraang pamunuan. Tinagurian itong EDSA 2 kung saan maraming grupo at karaniwang mamamayan ang nagsama para sapilitang alisin sa poder si Erap.

Sinundan ng madugong sagupaan sa harap mismo ng Malakanyang noong Mayo 1, Araw ng Paggawa, matapos hulihin at ikulong si dating Pangulong Estrada. Sinundan ng deklarasyon ng state of rebellion sa Kamaynilaan, ang pagaresto kina Sen. Juan Ponce Enrile at dating Ambassador Ernesto Maceda, ang warrant-arrest kina Sen. Gringo Honasan, dating Philippine National Police (PNP) chief Panfilo Lacson at ilang matataas na heneral sa PNP at Armed Forces of the Philippines (AFP) na diumano'y sangkot sa isang nabigong pagtatangka na agawin ang kapangyarian kay Pangulong GMA.

Sumunod ang madugong halalan noong nakaraang Mayo 14, kung saan maraming prominenteng pulitiko ang namatay---si Kong. Marcial Punzalan Jr. sa Quezon at isang kandidatong gobernador ng Batangas (Mayor Cesar Platon ng Tanauan). Ang halalan ay di lamang nagdulot ng tensiyon sa bansa, kinapalooban din ng pagkakasira at pagkakawatak-watak ng maraming sektor ng lipunang tinatantiyang hahadlang sa ano mang programa ng gobyerno na muling ibangon ang ekonomiya at buhay pulitika ng bansa.

Matapos ang mga ito ay ang muling pagsulpot at panggugulo ng mga bandidong Abu Sayyaf sa Mindanao ---balik na naman sila sa kanilang kidnap-for-ransom na gawain --- una ay ang ilang turista sa Davao, at pagkatapos, sa Palawan na tatlong Amerikano ang kasamang nabihag. Rescue operations followed in Basilan, and the same tension ensued --- threats and counter-threats --- with the government insisting on the policy of no-ransom and unconditional release of safe and alive hostages. The President later put up a P100 million booty for the arrest and killing of Abu Sayyaf leaders and followers.

Then came early this week's assassination of Cagayan Congressman R. Aguinaldo in Tuguegarao City, followed immediately by the claim by the CPP-NPA-NDF of having meted what it called a "people's justice" to the victim, a blood debt Aguinaldo allegedly owed to many while still in power.This has of course negative repercussions on the on-going peace talks between government and the communist group in Oslo, Norway ---a costly exercise, we feel, considering the obvious lack of sincerity to seek genuine peace among the parties concerned.

The country then is back similar to last year's protracted Sipadan hostage crisis involving Filipino,European and Malaysian nationals. We are again put in the world's kidnap capital, with all its negative implications to tourism, the need to attract foreign and domestic investors, and the need to regain confidence and trust in the country's stability and long-term viability as a sovereign nation.

Samantala, petty crimes continue to stalk Metro Manila and other cities in the Visayan islands. Scalawags in the PNP are back in their old nefarious ways. The PNP, under its current chief Leandro Mendoza, appears helpless and unable to put in line and instill discipline among its ranks. Reforms initiated by its former chief, now Senator-elect Panfilo Lacson, dissipated almost overnight. Even the new leadership in the DILG under former Laguna Governor Joey Lina, Jr., appears helpless too in instilling reforms among the ranks of local officials and the police.

Where then are we heading and where lies the solutions to all these socio-economic and political turmoil now gripping the nation?

Hindi alam ng pitak na ito ang tamang kasagutan sa mga katanungang nabanggit. Sapat na marahil na tawagan ang pansin ng mga kinauukulang ahensiya ng pamahalaan sa lumalalang krimen at problema ng katahimikan sa bansa sa ngayon. Ito ay isang napapanahong hamon sa ating lahat na nagnanais isulong at ibangon ang gulapay na estado ng bansa --- 103 taon matapos makamit ang kalayaan buhat sa pagkakaalipin at simulang tumindig sa sariling mga paa.*
